You can apply GoDaddy Certified Domain seal at GoDaddy.com. Find "Certified Domains" from the drop down menu of "Domains", you can register new domains with certified domain or add certified domain to your existing Go Daddy’s domains.

As soon as you’ve completed the application, GoDaddy will initiate a credentials check that confirms the contact information provided with your registration. Once the credentials have been authenticated, Go Daddy electronically issues a non-transferable Certified Domain seal that you can load to your Web site and WhoIs display. You should get the Certified Domain seal issued to your site within 1 business day.

Do you really need a Certified Domain?

In my opinion, it depends on what you are doing with it.
If you are the owners business Web sites or other sites that offer transactions and other activities of a sensitive nature, the Domain Origination Certified seal provides visible evidence that a domain has been validated and its registrant’s credentials verified. But, how many visitors would doubt of your site if you don’t have a certified domain seal on it? If somebody says that displaying the Domain Origination Certified seal will improve legitimacy and trustworthiness of a website, do you agree?

  2. So far I’ve heard no one mention the possible SEO benefits of having a certified domain. Are there any? Will ranking algorithms account for this in the future?

    It seems logical that search engines would consider the authenticity of a domain registrant when ranking pages. But I just don’t know if the practice is in place, yet.

    Any SEO experts out there with inside information?
